It is most important that always the price of a breeding pair is high but the price of chicks never be equal to breading pair, like the same price of saplings never be equal to plants bought for obtaining hybrid seeds. But sapling growers or marketers at Pakistan are charging the price of Jatropha Curcas so high that one if interested for farming Jatropha Curcas, fears about the input price. WHAT WE SHOULD DO FOR SUCCESS IN BIODIESEL PRODUCTION

  • Strong dedication and carefulness is needed for enhanced productivity and good yield
  • Business model approach should be adopted
  • NGOs & Private Sector should be involved

  • Govt. should take legislative action to support cultivation of Jatropha plantation

What is the approach by PSO

The approach taken by PSO for the development of bio-diesel from the Jatropha plant is summarized in the table below:

Acquire Knowledge

  • Meetings with AEDB/Clean Power /PARC/Research Universities/ officials
  • Visited Jatropha plantation sites i.e. Goth Umerdin / Fiesta Water Karachi/Thailand/ PARC/SARC farm in Malir
  • Attended Jatropha world conference & post-conference workshop
  • Setting up Nuseries
  • A large nursery is established at a PSO location producing 15,000 to 20,000 saplings per month
  • Barren/ marginal land was selected for the development the Plantation of Jatropha & Castor saplings
  • Obtain Jatropha Oil & purify it

Consumption of HS Diesel in Pakistan

According to the report of the Oil Companies Advisory Committee (OCAC) dated June 8, 2008, Pakistan consumes around 8 million tons of diesel and 7.2 million tons of furnace oil per year. Around 9 million tons of diesel and furnace oil is imported out of which Pakistan State Oil alone imports 3.4 million tons of diesel and 4 million tons of furnace oil. The emissions of gases from burning of these fuels have adversely affected the environment. Pakistan is a low green house gas (GHG) emitting country contributing 0.43% of the world’s total emissions (35th in world’s ranking)1. However, the low GHG emission status of the country provides no safety from the adverse effects of global climate change. Pakistan being an agricultural based economy, lying in arid and semi-arid region, with heavy dependence on irrigated agriculture, is highly vulnerable to climate change.

According to 'The Nation' report for Seminar on Bio Technology held on Apr 27, 2009 at Lahore Chamber of Commerce & Industry

LCCI President Mian Muzaffar Ali said Pakistan’s agriculture sector was losing heavily due to insufficient utilization of biotechnology as the magic progress of worldwide agriculture takes place only due to genetically modified crops. He said;

“The Agriculture sector of Pakistan has a huge Potential”

Economic Coordination Committee (ECC)

DECISION

• Ministry of Water & Power in coordination with AEDB shall be the apex coordinating and facilitating body for the National Biodiesel Programme.

• Gradual introduction of Biodiesel-fuel blends with petroleum diesel so as to achieve a minimum share of 5% by volume of the total Diesel consumption in the country by the year 2015 and 10% by 2025.

• Oil Marketing Companies (OMCs) to purchase Biodiesel (B-100) from Biodiesel manufacturers; and sell this Biodiesel blended with Petroleum Diesel (starting with B-5) at their Points of Sale.

• Ministry of Petroleum & Natural Resources shall come up with the fuel quality standards for B-100 and blends up to B-20.

• OGRA shall regulate the pricing mechanism of various blends of Biodiesel (B-5, B-10 etc.) and ensure its cost-competitiveness with Petroleum Diesel.

• The Government shall provide buy-back guarantees to Biodiesel producers at a price determined by OGRA, by making it mandatory for public sector vehicles running on Diesel to use Biodiesel.

• All imported plant, machinery, equipment and specific items for use in production of Biodiesel shall be exempted from Customs Duty, Income Tax and Sales Tax.

• Pilot Project would be scaled up after success.
